OWETHU UMBONO NGENQUBO YOKUSETSHENZISWA KOLWIMI EZINKUNDLENI ZOKUTHETHA AMACALA

Siphendula isicelo esikhishwé uMnyango wezoMthetho sokuthi kubekwe imibono ngenqubo yokusetshenziswa kolwimi ezinkundleni zokuthetha amacala kuzwelonke kanye nasezifundazweni ngazinye.

SiyiziKhuthali oBanjiswaneni lokuHumusha nokuBhala kabusha iBhaybheli ngesiZulu [Biblia Zuluensis], sisebenzelana noBanjiswano lokuKhuthaza ukuKhulunywa nokuBhalwa kwesiZulu eMphakathini.

Siyemukela ngesasasa inhloso yoMnyango wezoMthetho yokuqakamelela ukuthi zisetshenziswe ngokungabandlululwa zonke izilwimi zomphakathi ezimiswé ngokomthetho, kungabi yisiNgisi nesiBhunu kuphela-nje njengasezikhathini zombuso wobandlululo nengcindezelo ye-apartheid esedlulé kuwo.  Ezinkundleni zokuthetha amacala kufanele kukhulunyiswane kuphendulwane ngolwimi okuvunyelwana ngalo ngokwesifiso kokukhulunywa naye, kungabi yisiNgisi nesiBhunu kuphela-nje njengoba kusalokhu kwenziwa ezindaweni eziningi.  IsiXhosa, isiSuthu, isiTswana, isiSwazi, isiNdebele, isiVenda, isiTsonga, isiPedi nesiZulu kufanele kukhulunyiswane, kuphendulwane nangazo enkundleni yokuthetha amacala ngokwesifiso sokukhulunywa naye; kungathathwa-nje noma kulindeleke ukuthi kuvele-nje kukhulunyiswane, kuphendulwane ngesiBhunu noma ngesiNgisi kuphela.

Ingaphumelela kangcono inhloso yoMnyango wezoMthetho yokupheza ubandlululo ezinkundleni zokuthetha amacala uma ezikolweni nasezikhumulweni zemfundo ephakeme kungafundwa kufundiswe ngezilwimi zomphakathi ngokungabandlululwa, kungafundiswa ngesiBhunu nesiNgisi-nje kuphela njengoba kusalokhu kwenziwa kokuningi.  Amajaji nezimantshi nabashushisi nabameli kufanele bakwazi ukukhulumisana baphendulane nomphakathi ngolwimi okuvunyelwene ngalo ngokwesifiso sokukhulunywa naye – ngesiXhosa, ngesiSuthu, ngesiTswana, ngesiSwazi, ngesiNdebele, ngesiVenda, ngesiTsonga, ngesiPedi noma ngesiZulu; kungabi yisiNgisi nesiBhunu kuphela-nje.

Amajaji nezimantshi nabashushisi nabameli abafunda nabazikhulumela isiNgisi nesiBhunu kuphela-nje, kufanele banikwe ithuba lokufunda olunye lwalezi zilwimi zomphakathi ezinye –  isiXhosa, isiSuthu, isiTswana, isiSwazi, isiNdebele, isiVenda, isiTsonga, isiPedi noma isiZulu – ukuze bakwazi ukukhulumisana, baphendulane nomphakathi abaphila kuwo nababekelwé ukuthi bawusebenzele ngolwimi okuvunyelwene ngalo ngokwesifiso sokukhulunywa naye.

Siyaweseka umbono woMnyango wezoMthetho wokuthi ulwimi olukhulunywa engxenyeni encane-nje kazwelonke [njengesiNdebele eMpumalanga] kanye nolwimi olungathandathandeki kwabaningi [njengolwesiBhunu] kufanele kwenziwe imizamo yokuluvikela ngokungalubandlululi, luphathwe ngokubonelelwa njengoba nalo lonke olunye kungadingeka ukuthi luvikelwe, lungabandlululwa, lubonelelwe ezimweni ezithile.  Siyaxwayisa-ke nokho siyagcizelela sithi kungasuki kuguqulwe isenzo esihle sokubonelela izilwimi ezithile, kuphindiselwe umphakathi ngomnyelele emuva lapho sivela khona – bese kugcina sekuvumeleké ukuthi kukhulunyiswane kuphendulwane ngesiNgisi nesiBhunu kuphela ezinkantolo nasemihlanganweni yomphakathi!
